The Townsend City Council convened on October 7 to address a range of city business, including park improvements, community events, property agreements, and administrative contracts.
The meeting opened with Mayor Vickie Rauser and council members Angie Wintrow, Doug Sitton, Vivian Boaz, and JB Howick reviewing and approving the September 16 minutes, following a minor correction regarding quorum requirements.
John Bliely, president of Townsend Youth Baseball, presented a proposal to install new scoreboards at McCarthy Park’s baseball fields. The council discussed project funding, electrical work by Hensley Electrical, and future utility needs. After confirming maintenance responsibilities and city zoning compliance, the council unanimously approved the request, ensuring the city will have conduit in place for future upgrades.
Jenny Spatzwraith and Anna Glueckert from the Townsend Area Chamber of Commerce requested street closures for two annual events: the Ghost Stroll and Trunk or Treat on October 31, and the Christmas Stroll and Light Parade on December 6. With logistical support from the National Guard and the local fire department, both requests were approved. Council members discussed event logistics, business inclusion, and improvements in trash collection for large gatherings.
The council reviewed a draft events ordinance, noting minor revisions and clarifications needed before scheduling a public hearing. Discussion included fiscal versus calendar year references and minor typographical corrections.
A contract renewal with Morrison & Malerle for IT services was approved, with the council requesting confirmation that all city computers will be upgraded to Windows 11 following the end of Windows 10 support.
Public Works Director Eric Crusch reported on the sale of surplus city gravel, which the council approved at the original purchase price. Council also addressed routine financial approvals and received updates on tree maintenance concerns and the hiring of a new Public Works employee, Mike Guthrie.
The meeting concluded with an update on negotiations with the Massa family regarding city property, with the mayor tasked to update and circulate a draft agreement.
