Warning Americans Not to Respond to a Surge of Scam Road Toll Collection

I did receive one of these scam texts from "VDOT" (Virginia? Vermont? Who knows?)
Red Flags:
* Who is VDOT? and I haven't left the state in years.
* Even if I had been somewhere on a toll road, they can capture my license plate; but how would they get my phone number
Never, Never: DO NOT EVER CLICK ON A LINK IN A TEXT OR AN EMAIL UNLESS YOU ARE ABSOLUTELY SURE IT'S A VALID LINK
Never, Never: CLICK ON A QR CODE UNLESS YOU ARE ABSOLUTELY SURE IT'S VALID
This was the news item in several national news outlets.
"State officials are warning Americans not to respond to a surge of scam road toll collection texts. The texts impersonating state road toll collection agencies attempt to get phone users to reveal financial information, such as credit or debit cards or bank accounts."
