PROCEEDING OF THE BOARD OF COMMISSION
BROADWATER COUNTY, STATE OF MONTANA
LOCATION: 416 Broadway, Townsend, MT 59644
DATE: August 9, 2023
Commissioner Debi Randolph called the meeting to order at 10:00 AM. Commissioner Lindsey
Richtmyer was also present. Commissioner Darrel Folkvord was absent. Commissioner Folkvord
was attending the Big Sky Passenger Rail Authority Conference in Butte, Montana
Commissioner Randolph announced the CTAP meeting scheduled for August 24" at Bridger
Brewing and the 31“ at Flynn Building. Commissioner Randolph announced the PAR
(Preliminary Architectural Review) meeting on the 30" at Bridger Brewing. To discuss the
potential Emergency Services Building in Southern Broadwater County. All meetings will start
at 6:00 pm
Public Comment: Nancy Marks, MT43 News asked a question about the time of the PAR
meeting on August 30" at Bridger Brewing. Commissioner Randolph stated the meeting is
scheduled to start at 6:00 p.m.
10:03 AM ___ Nichole Brown, Community Development and Planning Director presented the
Kirksey Family Transfer COS Exemption request (Township 7N, Range 2E, Section 22).
Commissioner Richtmyer moved to approve the Kirksey Family Transfer request. Commissioner
Randolph seconded and carried.
10:10 AM _—_ Nichole Brown, Community Development and Planning Director presented the
Thompson Family Transfer Exemption request. There were concerns about topography and
approach. Mitch Thompson commented. The Thompsons will apply for a County Approach
Permit and will submit documents to the Department of Environmental Quality (DEQ).
Commissioner Richtmyer moved to approve the Thompson Family Transfer request.
Commissioner Randolph seconded and carried.
10:19 AM Nichole Brown, Community Development and Planning Director presented the
Final Plat Approval for the 380 Views 3 Major Subdivision. All conditions were met for final
approval. Commissioner Richtmyer commented on Yellowstone Pipeline access. Commissioner
Richtmyer moved to approve The Final Plat Approval of the 380 Views 3 Major Subdivision.
Commissioner Randolph seconded and carried.
10:40 AM —_ Commissioner Randolph discussed two Airport Hangar leases for consideration.
Commissioner Richtmyer moved to approve Seth Wolfgram’s Airport Hangar Lease.
Commissioner Debi Randolph seconded and carried.
Commissioner Richtmyer moved to approve Daniel Feeney & Sharon O’Leary’s Airport Hangar
Lease. Commissioner Debi Randolph seconded and carried.
Commissioner Richtmyer moved to move the claims in the amount of $51,120.33.
Commissioner Randolph seconded and carried.

Commissioner Richtmyer moved to approve the claims in the amount of $453,812.45.
Commissioner Randolph seconded and carried.
Communications Received: Federal Energy Regulation Commission Project Update.
Deputy County Attorney, Jania Hatfield, community members; Steven and Janet Kirksey, Jeff
Kirksey, Bernadette Swanson, Mary Heineman, Mitch Thompson, and Alexa Thompson were
also present.
The meeting Adjourned at 10:47 a.m. The next regular Commission Meeting will be held on August 16,
2023 at 10:00 am.
