Commissioner Debi Randolph called the meeting to order at 10:00 a.m. Commissioner Darrel
Folkvord was also present.
Public comment: Commissioner Randolph announced that the Department of Revenue will be in
The Flynn Building July 19, 2023, 12 PM-3 PM and 4:30 PM-7 PM. Public Meeting Notice:
Broadwater County Public Works Will Be in The Flynn Building on August 7, 2023, 6 PM-8 PM for
Public Comment on Proposed Solid Waste Changes. Public Hearing Notice: Rolling Glen Ranch
PUD as it relates to the proposed Rolling Glen Ranch Estates Minor Subdivision on August 1,
2023, 6 PM-8 PM in the Flynn Building.
10:03 AM Commissioner Folkvord discussed Stahly Engineering, Old Town Bridge Contract.
Gallatin and Broadwater received MCEP grants to help with those bridges first bridge to the east
and Broadwater will help with the Bridge on the west. Commissioner Folkvord moved to approve
signing the Stahly Engineering & Associates contract in the amount of $224,500.00.
Commissioner Randolph seconded and carried.
10:12 AM Broadwater Deputy County Attorney Jania Hatfield and Clerk and Recorder Angie
Paulsen presented the new proposed Road Abandonment Process. The County will have the
ability to charge a fee for the Road Abandonment process and pass a Resolution under section §
7-4-2821, MCA. Hatfield commented that other Counties are charging $300-$500 for Road
Abandonment Process, if not more. Paulsen commented regarding a new County Surveyor email address surveyor@co.broadwater.mt.us that will be added to the Road Abondonment documents.
Commissioner Randolph commented.
Public Works Supervisor TJ Graveley commented.
Commissioner Folkvord recommended waiting on a new statute to solidify the process.
10:34 AM Broadwater County Clerk & Recorder Angie Paulsen presented. Per § 7-4-2112,
MCA, the Board of County Commissioners can adopt a seal, which is to be filed by the County
Clerk at the offices of the County Clerk and the Secretary of State. Paulsen and Commissioner
Folkvord had previous discussions regarding the need for a new County Seal, as there is
currently no county seal. The County only has the letterhead and website branding which is the
same as the City of Townsend logo, but the county needs an adopted seal to emboss official
documents. Roger Flynn is the graphic artist on the project. Commissioner Folkvord moved to
approve seal number four as Broadwater County’s new seal. Commissioner Randolph seconded
and carried.
10:38 AM Broadwater County Sheriff Captain Mark Wood presented. Commissioner Folkvord
moved to approve Mobile Mapping Upgrade_3FOs C7 in the amount of $45,320.46.

10:47 AM Commissioner Folkvord moved to approve the Montana Stockgrowers Association
MOU in the amount of $8,014. Commissioner Randolph seconded and carried. Commissioner
Folkvord moved to approve the Montana Wool Growers Association MOU in the amount of
$1,256. Commissioner Randolph seconded and carried.
10:50 AM Commissioner Folkvord moved to sign the 2023 Airport Annual review and
adjustment consumer price index to 11.5 cents per square foot/lease rate increase of 4.9%.
Commissioner Randolph seconded and carried.
10:55 AM Broadwater County Weed & Mosquito Coordinator Jessica Bushnell presented the
Three Forks Mosquito Board recommendation for Larry Phillis to join the board. The term will
end on December 31, 2025. Commissioner Folkvord moved to approve. Commissioner Randolph
seconded and carried.
Commissioner Folkvord moved to approve claims in the amount of $271,711.81. Commissioner
Randolph seconded and carried.
Commissioner Folkvord moved to approve claims in the amount of $19,217.51. Commissioner
Randolph seconded and carried.
Commissioner Folkvord moved to approve July 5, 2021, Minutes. Commissioner Randolph
seconded and carried.
Commissioner Folkvord moved to approve June 28, 2021, Minutes. Commissioner Randolph
seconded and carried.
Commissioner Folkvord moved to approve June 21, 2021, Minutes. Commissioner Randolph
seconded and carried.
Commissioner Folkvord moved to approve June 14, 2021, Minutes. Commissioner Randolph
seconded and carried.
Present at the meeting were Nancy Marks with MT43 News, Jenny Schauber, Bernadette
Swanson with Schauber Surveying, Public Works Supervisor TJ Graveley, Broadwater County
Weed & Mosquito Coordinator Jessica Bushnell, Steve Kurk and Broadwater County
Undersheriff Brandon Harris.
Meeting adjourned at 11:03 AM. The next regular Commissioner Meeting will be held on July 19,
2023, at 10:00 AM.
