PROCEEDINGS OF THE BOARD OF COMMISSIONERS
BROADWATER COUNTY, STATE OF MONTANA
LOCATION: 416 Broadway, Townsend, MT 59644
DATE: June 14, 2023
Commissioner Debi Randolph called the meeting to order at 10:00 a.m. Commissioners Darrel
Folkvord and Lindsey Richtmyer were also present.
Public Comment: Audrey Martin, Retired State Disaster Services commented.
10:05 AM Renee Bauer Executive Director of Family Promise and Leslie Heisey
employee of Family Promise presented updates.
10:15 AM Noxious Weed and Mosquito Coordinator Jessica Bushnell presented a
Mosquito and Weed update.
10:33 AM Commissioner Randolph discussed $1.50 hourly COLA for all employees.
Canister Site Attendant position currently at $13.42. Commissioners suggest $.25
market adjustment plus $1.50 COLA, which will total $15.17. Solid Waste Driver
Position at $24.34, suggested $.25 market adjustment plus $1.50 COLA, will total
$26.09. TJ Graveley commented regarding the Market adjustments. Sanitarian Assistant
position at $16.46, commissioners suggest $.75 Market Adjustment plus $1.50 COLA,
totaling $18.71. Deputy County Attorney Jania Hatfield commented regarding voting on
the market adjustments.
10:40 AM Broadwater County Museum is requesting a Part-Time Seasonal Employee to
work 12 hours weekly at $12 to $13. This position already exists, just need an additional
person to help with the hours and safety.
10:45 AM Commissioner Folkvord and Randolph discussed County Alcohol Tax
Designation. Boyd Andrew Community Services was designated 70%. Southwest
Montana Prevention Butte Cares was designated 30%. Deputy County Attorney Hatfield
commented regarding DUI Task Force possibly making a request. Commissioner
Richtmyer moved to approve. Commissioner Folkvord seconded and carried.
10:55 AM Commissioner Richtmyer moved to approve claims in the amount of
$440,872.22. Commissioner Folkvord seconded and carried.
Commissioner Folkvord moved to approve claims in the amount of $22,145.20.
Commissioner Richtmyer seconded and carried.
Department of Revenue will be at the Flynn Building July 19th 12:00-3:00PM and 4:30-
7:00PM.
Present at the meeting was Nancy Marks with MT43 News.
Meeting adjourned at 11:00 AM The next regular Commissioner Meeting will be held June 21,
2023, at 10:00 AM
1:00 PM Closed Door Meeting; Discussion on update for Upper Missouri Waterkeeper
et al vs. Broadwater County and 71 Ranch lawsuit. Closed to the public.
Open Meeting following the Closed-Door Meeting.
Commissioner Debi Randolph called the Open Meeting to order at 1:25PM.
1:15 PM Jania Hatfield Deputy County Attorney will participate in mediation for Upper
Missouri Waterkeeper vs. Broadwater County and 71 Ranch lawsuit. Deputy County
Attorney Hatfield explained that as a part of any litigation there is a requirement that the
parties get together to mediate. In order to do that as a county, we need to have one
Commissioner attending the mediation who has the authority to make decisions. As a
board, the Commissioners need to decide who that will be and give them the authority
make decisions. Commissioner Folkvord volunteered to be the Commissioner liaison for
the lawsuit. Commissioner Richtmyer moved to approve Commissioner Folkvord to be
the Commission Liaison to the mediation between Upper Missouri Waterkeeper and
Broadwater County. Commissioner Folkvord seconded and carried. Commissioner
Richtmyer made a motion to amend her motion stating that she moves for
Commissioner Folkvord be the liaison and that he is able to make decisions for the
mediation between Upper Missouri Waterkeeper and Broadwater County.
Commissioner Folkvord seconded and carried.
Commissioner Randolph closed Meeting at 1:30 PM.
