PROCEEDINGS OF THE BOARD OF COMMISSIONERS

Commissioner Debi Randolph called the meeting to order at 10:00 a.m. Commissioners Darrel
Folkvord and Lindsey Richtmyer were also present.
Public comment: Representative Jane Gillette commented.
10:05 AM Public Hearing opened for Final Budget FY 2023-2024
10:05 AM Consultant Bill Jarocki discussed Broadwater County Budget.
10:14 AM Broadwater County Finance Officer Debbie Kelley commented. Resolution
No. 10-2023 Adopting the Final Budget and Setting Appropriation Authority for the
Fiscal year Beginning July 1, 2023, and ending June 30, 2024, was read into the record.
10:20 AM Broadwater County Sheriff Nick Rauser commented.
10:22 AM PUBLIC HEARING CLOSED. REGULAR COMMISSION MEETING
OPENED.
10:23 AM Final Budget FY 2023-2024 discussed. Commissioner Folkvord commented
Commissioner Folkvord moved to Adopt Resolution No. 10- 2023 A Resolution
Adopting the Final Budget and Setting Appropriation Authority for the Fiscal year
Beginning July 1, 2023, and ending June 30, 2024. Commissioner Richtmyer seconded
and carried.
10:27 AM Broadwater County Community Development and Planning Director and
Commissioner Richtmyer presented updates and an overview of Reimaging Rural
Conference Discussion. Commissioner Folkvord commented.
10:39 AM Commissioner Richtmyer presented Broadband Advisory Board Update.
Broadband Advisory Meeting is June 29, 2023, at 4:00 PM in the Flynn Building.
Commissioner Randolph commented regarding Broadwater County has the second
lowest internet in the state of Montana. Commissioners are fighting hard to get fiber to
the residents of Broadwater County.
10:40 AM Commissioner Folkvord presented the renaming of, and history, surrounding
the Spokane Airway Beacon. Commissioner Folkvord moved to adopt Resolution 11-
2023 Renaming the Spokane Airway Beacon to the Ferguson Airway Beacon Thursday,
June 29, 2023. Commissioner Richtmyer seconded and carried.
Commissioner Richtmyer moved to approve claims in the amount of $48,845.39.
Commissioner Folkvord seconded and carried.
Commissioner Folkvord moved to approve claims in the amount of $13,885.13
Commissioner Richtmyer seconded and carried.
Commissioner Richtmyer moved to approve claims in the amount of $25,238.25.
Commissioner Folkvord seconded and carried.
Commissioner Randolph announced Department of Revenue is hosting a Property
Assessment Town Hall Event July 19, 2023, 12:00 PM — 3:00 PM and July 19, 2023,
4:30 pm — 7:00 pm at the Flynn Building.
Present at the meeting were Nancy Marks with MT43 News, Broadwater County Sheriff Nick
Rauser, Sheriff Captain Mark Wood, Undersheriff Brandon Harris, Broadwater County Public
Works Supervisor TJ Graveley, Broadwater County MSU Extension Agent/Associate Professor
Allison Kosto and Montana State House District 64 Representative Jane Gillette.
The meeting adjourned at 10:53 AM. The next regular Commissioner Meeting will be held on July 5,
2023, at 10:00 AM.
Communications Received: Resolution No. 10- 2023 A Resolution Adopting the Final
Budget and Setting Appropriation Authority for the Fiscal Year Beginning July 1, 2023,
and ending June 30, 2024, Resolution 11-2023 Renaming the Spokane Airway Beacon
to the Ferguson Airway Beacon, Public Notice No. MT-23-06 June 19, 2023, from DEQ
Re: Rock Creek Resort Permit, New model for determining revenues and expenditures
for Broadwater County, Opioid settlement revenue payment in the amount of $1,070.02,
4" Qtr. payment for SRS $156,258.06, PILT revenue in the amount of $820,003.00, and
Property Assessment Division flyer regarding Property Assessment Town Hall.
