PROCEEDINGS OF THE BOARD OF COMMISSIONERS
BROADWATER COUNTY, STATE OF MONTANA

Commissioner Debi Randolph called the meeting to order at 10:00 a.m. Commissioners Darrel
Folkvord and Lindsey Richtmyer were also present.
Public comment: none
10:00 AM Commissioner Folkvord read into the record a letter from Seth Wolfgram
regarding interest in serving on the Airport Board. Commissioner Folkvord moved to adopt
Broadwater County Airport Board’s recommendation to appoint Seth Wolfgram to serve on
the Airport Board for the remainder of the 3-year term. Commissioner Richtmyer seconded
and carried.
10:07 AM Public Works Supervisor TJ Graveley reported on some possible changes to Solid
Waste fees and hours. A public meeting will be held August 2, 2023, 6-8 PM at the Flynn
Building in Townsend, MT.
10:27 AM Commissioner Folkvord presented City-County Airport Lease Agreement. Broadwater
County Attorney Cory Swanson commented. Commissioner Folkvord moved to approve the City-
County Airport Lease Agreement. Commissioner Richtmyer seconded and carried.
10:30 AM Community Development & Planning Director Nichole Brown presented Rolling
Glen Ranch Estates Minor Subdivision Township 2N Range 1E Sec 6 request Preliminary
Plat Approval; Discussion only on Rolling Glen Ranch PUD Master Plan as it relates to the
Rolling Glen Ranch Estates proposed Minor Subdivision. Broadwater County Attorney Cory
Swanson commented. Steve Cavanaugh commented. 11:08 Director Brown commented.
Commissioner Richtmyer moved to request an extension for Rolling Glen Ranch Estates
Minor Subdivision until August 16, 2023. Commissioner Folkvord seconded and carried.
Steve Cavanaugh agreed to grant the County the requested extension for consideration of his
application.
11:37 AM Commissioner Richtmyer moved to hold a public hearing on Rolling Glen Ranch
Minor Subdivision and PUD August 1, 2023, at 6 PM. Commissioner Folkvord seconded
and carried.
11:38 AM Lois Christensen commented regarding weeds.
11:46 AM Commissioner Richtmyer moved to approve payroll claims in the amount of
$243,205.54. Commissioner Folkvord seconded and carried.
Department of Revenue is hosting a Property Assessment Town Hall Event on July 19, 2023, at
12:00 pm — 3:00 pm and July 19, 2023, 4:30 pm — 7:00 pm at the Flynn Building.
Present at the meeting were Nancy Marks with MT43 News, Charles and Carole Plymale,
Bernadette Swanson with Schauber Surveying, Public Works Supervisor TJ Graveley, Steve
Cavanaugh, Fire Chief Tom Shindoll, and Lois Christensen.
The meeting adjourned at 10:48 AM. The next regular Commissioner Meeting will be held on July 12,
2023, at 10:00 AM.
